I read this article a few months ago:

Petter, S., Straub, D., and A. Rai (2007) "Specifying formative constructs in information systems research," MIS Quarterly (31:4) pp 623-656.

It helps clarify the difference between formative and reflective constructs and outlines the general process for analyzing formative models using PLS-based SEM.
