I have heard that SmartPLS may face challenges when dealing with samples of 400 or more, and that PLS-SEM may be more appropriate for smaller samples. If this is the case, I may consider using AMOS instead. Is it true?

First, SmartPLS offers different types of algorithms: PLS, PLSc, CB-SEM, Regression, etc.
Even though the PLS algorithm is the most prominent (and has given the software the name), you can also do CB-SEM (like in AMOS).

Second, the question about whether you want to use CB-SEM or PLS is not about sample size, but appropriateness of the method for the model, data, and research question that you have. You can find some information about this here:
