HOC Reflective-Reflective Two stage approach: Outer Loading <0.4 and negative, But CR >0.80 and AVE =>0.5

Hi everyone. My data for one dimension (all dimension=4) in HOC shows an outer loading value of -0.015, but the CR and AVE values are good. My model is Reflective-reflective and using disjoint two stage approach. Is it necessary for me to remove the dimension?.
