formative-formative second order

Hello all
In my model, I have a formative second-order construct with formative first orders (formative-formative). I am just so confused on how to do the measurement model. should I test the discriminant validity for that using Fornell-lacker? should I check correlations between first orders? what if they are highly correlated?
is there a youtube video you can recommend? Sorry, I am just too confused. I found different and contrasting info on this so not sure what is a valid response. Appreciate any help.
