i run my analysis as per the Hair et al (2017) steps in SmrtPLS 3. Simple question: Is there a need to run Exploratory Factor Analysis (EFA) while running PLS-SEM analysis? i didnot see anywhere it is mentioned or just an example of running EFA in the book. Is it not necessary, why? thanks in advance

PLS SEM is more like a CFA and thus you do not do EFA on the same dataset. If you want (or need) to do an EFA before the CFA, you should ideally have an additional dataset for this.
