Change licence to new computer

Hello,

I tried to change licence to new computer, but it is not possible due the licence activation on the old computer. How I can process this change? I tried to use recommended support ticket on http://support.smartpls.com/open.php, but the access to this page is forbiden. Thank you for yor help.
