SmartPLS2 shows an error message when I want to import a ".csv" file.
In this file, the values are delimited by semicolons. Commas are used as a decimal sign.

SmartPLS tries to determine the csv delimiter automatically. If this process fails, you can configure this setting manually by:
1. Double click the erroneous data file in the SmartPLS project explorer.
2. Choose the csv delimiter in the appearing editor.
3. Check your choice by pushing the "validate" button.
4. Save your setting using "CTRL+S".

Access to the "my programs" archive
By experimenting, I found out that the problem was something else:
SmartPLS2 seems to require access to its program folder.
I don't have (writing) access to it due to institutional IT policy.
When installing SmartPLS2 in a folder I have writing access to, there haven't been any more problems with data import.

Thank you Jörg, that is an important point!
SmartPLS 2.0 places all your projects in a so called "workspace". The workspace folder is located within the SmartPLS program folder (e.g. C:\Program Files\SmartPLS2\workspace). SmartPLS needs full access to this folder since it stores a lot of runtime data in it.
