I tried running the same model on smartPLS and visualPLS. Both are giving different values for loadings and Rsq values. Why is that so.
Can anyone also tell me where to find CITC values in the output.

I guess visual pls is buggy!
To be serious, SmartPLS, LVPLS, PLSgraph and SPAD produce the same kind of results.
