Testing moderator effects

Hi PLS Masters,

if I want to test the relationship a--->b, and c as a moderator, is it necessary to first confirm that path a---->b is significant? In other words, if this path is insignificant, then it's meaningless to test the moderator effect?

Second question:
If a--->b is significant, a*c---->b is also significant, should c---->b be insignificant then we can safely arrive at the conclusion that a moderator effect is detected?
