All outer weights insignificant

All outer weights insignificant

Dear SmartPLS users,

I would greatly appreciate any advice on the following topic:

How would one deal with a formative construct for which (almost) none of the items' outer weights are significant (and loadings are also insignificant)?

Following recommendations by Becker, Rai and Rigdon (2013) I have used Mode A, but results are the same in Mode B. In Mode B, some of the weights are >1. VIFs are consistently low (>2), apart from a single exception, which is 2.2.
