Though the direct path is not significant but sobel's test is significant, so can I report it in the paper?

I'd like to share a piece of article which i had read before. I expect it is some little help for you.
Hayes, A. F. (2009). Beyond Baron and Kenny: Statistical Mediation Analysis in the New Millennium. Communication Monographs, 76(4), 408–420.
As Hengky's suggestion, using bootstrapping in PLS is suitable, as you know, since it does not require strict assumption such as sample size or normal distribution. Bootstrapping is the alternative to Sobel test.
