Negative outer weight in a formative model

Negative outer weight in a formative model

Hi

I made a model in which both inner and outer model is formative. I found the outer weights of some of my indicators are negative. However, the VIF is less than 3 for those indicators and they have a positive correlation with their dependent variable ( the outer loading is positive).
Can someone specify what can be the problem?

My data size is also large enough.
