Mixed signs (negative & positive) in one latent variable

Hi I am in the stage of initially sorting a maddeningly complex model..on the bright side I have very many manifest variables, far more than I need..

I am working on the measurement model, and thinking about what manifests to assign to what latent variables..I trying out different combinations running and looking at the cross loadings...

Question:
a)is it good practice to mix negative and positive manifest variables in one latent variable? Or..must all the manifests in one latent variable have the same negative/positive charge?

b) is it good practice to have a latent variable made up of 100% negative manifests?
