Sir:

I am doing my M.Phil. research on a subject involving two exogenous and two endogenous variables. I have used reflective-formative type model. However, R-square is not exactly 1. The path coefficient from SCRM to RMO is -0.021; and R-square for SCRM, RMO and BS are 0.971, 0.957 and 0.986. Where as, while adopting indicator reuse approach, R-square must be 1. The model is attached herewith.

With the repeated indicator approach the R² is usually very close to 1, but never excatly 1. The results of your model look very common for such type of model.
