Latent variable without indicator

Hello everybody,
I have a question, hope SmartPLS experts here can assist me.
I have 8 factors with 33 underlying items, which I factor analysed using SPSS. I want to do CFA using SmartPLS. Should I employ hierarchical component model HCM?
All 8 factors are hypothesised as having linear relationship with a dependent variable, which does not have underlying items. when I apply HCM, measurement model assessment of second order construct fails. AVE is below than 0.5, few outer loadings are below 0.4..no discriminant validity..
I hope to have your suggestion or supporting references to justify my decision whether to employ HCM or not.
