Significant differences

Hi everyone,
In my study, I found a significant difference (0.19) between female (0.13) and male (-0.06), although this path coefficient is not significant in either of the two groups. On the other hand, Gelman and Stern (2006) concluded that "The Difference between "Significant" and "Not Significant" Is Not Itself Statistically Significant".
Does the Gelman and Stern's (2006) conclusion go in line with my results?
