EFA or CFA

Hi All, could you kindly let me know why SmartPls is not suitable for CFA (Confirmatory Factor Analysis)? I heard that SmartPls is most suitable for EFA rather CFA. Also, most of the people say that if I want to use CFA then to use covariance-based SEM. Is that correct?
