Probably you are quoting the recommendation that the crossloadings should be much lower than the outer loadings for “discriminant validity”.
or that a indicator should have a much bigger loading in its LV than in any other. (No threshold has been recommended).
Other way to assess the discriminant validity is:
If AVE ^ 0,5 > Correlation between LV we have discriminant validity.
