For example, for OECD countries, can the annual economic freedom data of 2017-2018-2019 be obtained and the effect on the three-year financial performance can be made in PLS-SEM?

Can we take the 2017-2018 and 2019 variables for Property freedom from the sub-dimensions of economic liberties.

I did something like that, it turned out to be meaningful, but I was hesitant to see if it was right because I was using Smart-PLS.

I think generally such things can be modeled with SmartPLS. However, there is relatively few literature on modeling time-series data in a PLS context and some things might be hard to assess in PLS like measurement invariance over time without additional modelling that is not available in the software.
