the rms Theta equals to 0.193 in my higher-order model, which is far above the threshold, 0.14. I wonder if there is any limitation to interpret goodness of fit in higher-order model. How about other assessment of the structural model, i.e. R², f², Q².

High RMS Theta means that you have substantial residual correlation. That could be a problem for the estimation of parameters, but it must not be. If you have a repeated indicator second-order model you have residual correlation by design (i.e., similar residuals for the repeated indicators). Thus high residual correlations there must not be a problem, whereas they can be a problem in other parts of the model.
