The average scale only used in SPSS. By contrast, in the PLS-SEM you must use any indicators to measure the construct.

Hi Xavier, That I remember the cut-off value of coefficient Dijkstra-Henseler Rho_A must be > 0.7 as Composite Reliability. In PLS you can see the value SRMR should be < 0.08 as the GoF. In addition, you can also calculate the value of NFI same as CB-SEM.

If you want to test the model, you should have indicators for the variable cost overrun. But, if you just want to establish HOC (high order constructs), then you just use indicators factors that exist as HOC, that's it.

It must be understood if you are going to report it to the formative or reflective indicators? If it is reflective, then the value of outer loading > 0.6 will always generate significant value. If the formative, you see only a significant weight based on the rules above.
