We have no experience with SAS PROC PLS (i.e., we do not use SAS). Isn't it a PLS regression analysis tool (which differs from PLS-SEM technically). Please check the SAS.

We have no idea how Blindfolding has been implemented in PLS-Graph and cannot comment on this issue. In SmartPLS, the procedure has been implemented as described in the literature. You may run a little Excel example to check for yourself.
