That is a good question. Thank you for raising this issue. I am not sure anymore whether it had a substantive reason or whether it is just a design issue. We will check and also discuss this in the next meeting with the software designer.

SmartPLS 4 is now always using the two-stage approach because it has been found to be equal or better than the other approaches in simulation studies.

Research had shown that using sign change methods produces incorrect results in some situations and is rarely helpful. Therefore, SmartPLS has long abandoned all sign change options (since 2018). Thus, it is basically always using "no sign change".

First, try not to bootstrap but to run the basic CB-SEM analysis. Do you get results? Not all moderator models are empirically identified in CB-SEM and it is not unlikely that estimation errors can occur (e.g., non convergence).

If you have the same variables in the regression for the outcome (dependent/endogenous) construct, you will get the same VIF values. Only if you have different predictors/regressors you will get different VIF.
